Huiyuan is one of the best-preserved garrison towns of the Qing dynasty in Xinjiang, its drum tower still marking the crossing of the two principal streets. The masterplan positions the town as an immersive cultural destination — a place to slow down rather than pass through.
Around the landmark bell-and-drum tower, the plan organises a sequence of experiences: the general’s residence and parade ground, Russian-era buildings and exhibition halls, a snack street and grain-warehouse creative quarter, a dome theatre and market commons. New programmes are inserted into the existing fabric with a light touch, so that the town’s daily life and its visitor economy reinforce rather than displace one another.
